MOHAMED RAHMAN SWARAY
Mohamed Rahman Swaray is a Sierra Leonean Public Relations and Human Resources Expert who was appointed in May 2018 to serve in the cabinet of President Julius Maada Bio as Minister of Information and Communications. Mohamed Rahman Swaray with the moniker (Rado) is known by his close friends and relatives for his oratory and reformists ideas, combining the study of English with interest in human rights, good governance, equality, gender mainstreaming and the rule of law. His entry into politics coincided with a long political ascendancy of Julius Maada Bio and became one of the most outspoken of party leaders calling for a new direction in politics. Mohamed was for many years known for his work in building strong human resources systems and a gender advocate in the mining, aviation, and port sectors, which speaks to his own experience of being raised by a single formidable mother and the only boy child surrounded by three sisters. He was recently honoured by the Liberian Ports Authority for his contributions to labour and industrial relations practices in Liberia. Whilst serving as Minister, he has received several awards from citizens including the ‘Minister of the Year’ award in 2020 and 2021 respectively. Mohamed Rahman Swaray is highly reputed for his reform mindedness having presided over the repeal of Part V of the 55-year-old obnoxious Criminal Libel law to decriminalize Libel and facilitating the enactment of a new media regulatory code. He has also facilitated the ascension of Sierra Leone to the Global Media Freedom Coalition which was recently signed by President Bio making Sierra Leone the 5th Country in Africa to sign up to the values of press Freedom and deepening democracy. He has also facilitated other frame breaking changes including the enactment of the cyber security and Crime Bill 2021 to ensure that Sierra Leone has a safe, credible, and secure cyberspace where people can safely use the internet without fear of cybercrimes. Mohamed Rahman Swaray holds a Bachelors of English and Political science from Sierra Leone’s Fourah Bay College and an MBA from the University of Westminster Business School in London, United Kingdom. He is a senior member of the International Public Relations Association (IPRA) and a certified Crisis Communications Expert.
